Parliaments have a special role to play, since they are responsible for making laws and establishing security for citizens. 

As members of the legislature, parliamentarians play a key role in promoting ratification of the OPCAT and drafting and adopting legislation to implement the treaty at national level. Parliaments must ensure that States have a national institution for the prevention of torture, and a national institution to monitor respect for human rights.

Parliamentarians can conduct prison visits to ensure that detention conditions are appropriate.
